The patch notes say they fixed a bug (which means could be Nerfed a skill).
The slash appears when the skill has more than one effect. The effects description should make it clear which part is to the character and which is for others: "Personal" applies to the character itself. "Party leader" applies when the character is leading a party. "Captain" applies when the character is leading a section of the army.
